After practicing at McLane Middleton for almost 29 years, Joe was appointed by Governor Maggie Hassan New Hampshire Attorney General in 2013 and served in that role until March, 2017.  As the state’s Chief Law Enforcement Officer and Chief Legal Officer, Joe managed the New Hampshire Department of Justice, a 135 person state agency that represents over 120 state agencies, commissions and boards, the governor, the executive council, the legislature, and the courts in frequently complex transactions and litigation involving contract disputes, employment disputes, personal injury, environmental laws, elections laws, consumer protection laws, anti-trusts laws, non-profits matters and criminal justice matters. As Attorney General, among other initiatives, Joe focused on defeating the opioid epidemic, improving the state’s child protection program and enjoining a large health insurance merger to maintain competition in the state’s health insurance markets and enhancing consumer protection.   

After the conclusion of his term, Joe rejoined the firm and will resume his practice serving clients in matters involving commercial transactions, bankruptcy, insolvency, and creditors’ rights, and will assist businesses and individuals in addressing and resolving matters involving state government. 

Joe received his J.D. from George Washington University (1984) and a B.A. from Tufts University (1981).
